With their stable of double agents, a crucial task of the special means staff was to decide which of the Twenty agents should report on which part of the mostly notional army in Scotland and other areas. Brutus and Garbo were the “first violins” of the operation, the agents most relied on by the Committee. Brutus was given the main responsibility for reporting on the Scottish order of battle and the locations of the troops. An agent named Freak would report from Northern Ireland, where, according to his cover story, he worked as a military attaché. As such, he would have access to the details of the order of battle in that part of the U.K. And finally, Garbo — the Twenty Committee’s most prolific agent — would report on naval exercises near Glasgow, where he told Hamburg he lived. Of course, these agents were usually nowhere near where they claimed they were. All, in fact, worked in London, in a room at Norfolk House in an affluent section of the city.

The double agents, at the instructions of their case officers, provided the Germans with what their handlers believed to be accurate and invaluable intelligence about the Allied order of battle. But because the information was fictitious, it was worthless to the Germans. Worse, it caused them to make critically wrong decisions. For the Allies, on the other hand, the “controlled leakage,” as it was called, was invaluable to them because the Germans reacted to it in a way that weakened their defenses at Normandy.

Every intelligence agency strives to get the order of battle of enemy forces. This order of battle includes the number of troops and other personnel in a certain army. It also tells where the forces are located.
